Project Summary

PRO-telligent supports the U.S. Department of State Bureau of International Narcotics and Law Enforcement (INL) to implement the Justice Sector Assistance Program (JSAP) in the West Bank. It focuses on providing technical support, capacity-building and logistical support to key stakeholders in the Palestinian justice sector, including but not limited to law enforcement, the public prosecution, judicial institutions, and security agencies.

Position Summary

The Prosecution and Victim Services Specialist (PVSS) will analyze key aspects of public prosecution and victim support services. The PVSS will develop targeted trainings and technical assistance related to prosecution and victims services for a wide variety of actors in the West Bank. The PVSS will ensure compliance with PRO-telligent and Tetra Tech Duty of Care Standards. The PVSS will be supervised by the Deputy Chief of Team and will be based in Ramallah.

Responsibilities

Conduct analysis and assessments of current prosecution case backlogs, technological resources/infrastructure, data integrity, and baseline data.

Analyze prosecutorial victim support services and work with the Attorney General’s Office (AGO) to design and implement victim support unit pilot projects in targeted governorates.

Develop targeted technical training materials including manuals/protocols and update curriculum including train-the trainers programs.

Strengthen key software capabilities and concepts relating to case management programs.

Mentor and conduct trainings to a wide variety of key actors in West Bank.

Work embedded within the appropriate public entities.

Perform other operational related duties as assigned by Deputy Chief of Team.

Qualifications

Bachelor’s degree in criminal justice, law, or related field is required. Master’s degree preferred.

Minimum five years of related experience working on public prosecution and/or victim services required.

Experience providing technical support under U.S. State Department funded projects preferred.

Familiarity and experience working in the West Bank required.

Advanced knowledge of all Microsoft Office programs including Word, Access, Excel, PowerPoint, and Outlook required.

Strong adaptability, communication, problem-solving, service-oriented, and interpersonal skills required.

Ability to work effectively and harmoniously under pressure in a stressful environment and with colleagues from different cultural and professional backgrounds required.

Fluency in Arabic and proficiency in English required.
