1. Background and Rationale:
CECOEDECON works on issues related to gender, health, education, panchayats, agriculture and climate. CECOEDECON is the implementing partner of United Nations Population Fund (UNFPA) in Rajasthan for various programmes towards addressing preventable maternal deaths, unmet need for family planning, gender-based violence and harmful practices such as child marriage and sex-selection.
Gender and social norms shape women’s and girls’ voices, rights and decision-making power within their families and societies and expose them to harmful practices such as child marriage. Child marriage violates the rights of girls and restricts them in accessing services and opportunities for their growth. As enshrined in CEDAW and the CRC, and at the International Conference on Population and Development which put rights and choices at the heart of sustainable development, everyone has the right to choose when and who to marry, whether and when to have children, and how many.
Though, Rajasthan state has shown a reduction in child marriage from 35.4 % (NFHS-4) to 25.4 % (NFHS-5) but the pace of decline is still slow and still 1 in 4 girls got married under the age of 18 years. Thus there is an intense need of focused strategic interventions and to address the issue of child marriage and simultaneously work with the girls who are already affected with child marriage. There is a need to aware these girls on their rights, health and opportunities and also link them to related services. Life skills and digital literacy can serve as a tool towards enabling these girls to exercise their rights and choices.
As per NFHS 5, the percentage of men and women in Rajasthan who have any mobile phone that they use themselves is 91 percent and 50 percent respectively, which reflects a huge divide of 41 percent. Further the digital divide is evident in access to internet with 65 percent and 37 percent men and women respectively having access to internet in the state, again flagging a gap of 28 percent. In this context, CECOEDECON with support of UNFPA will work towards building the capacities of the girls affected with child marriage on digital skills and life skills.
2. Assignment Title: Building the capacities of girls affected with child marriage by imparting them with digital as well as life skills.
3. Target Group: Young girls affected with child marriage.
4. Objective of the project:
The major objective of the project is to build the capacities of girls affected with early and child marriage on digital skills, gender issues and grow them as change makers, who bring positive changes in their lives and advocate for addressing discriminatory social norms and child marriage.
5. Scope of work and time duration:
· Identify and form a batch of around 30 young girls who are affected with child marriage to increase their access to various health and economic empowerment services and build their capacities as change makers by training them on digital as well as life skills .
· Develop a comprehensive session plan in consultation with CECOEDECON and UNFPA to conduct the training of these girls on digital platform, cyber security, story writing and gender and Sexual & Reproductive Health issues.
· Train the identified batch of young girls as per the session plan to build their digital skills and impart them with life skills.
· Provide mentoring and handholding support to the girls in making videos/advocacy pieces on the issue of child marriage. Also, support them in showcasing these videos at various platforms.
· Provide mentoring and handholding support to the girls in linking them to services/schemes related to health, skill development or economic empowerment.
· Develop and submit the final report of project to CECOEDECON with concrete recommendations capturing the impact of the intervention focusing the changes in knowledge, skills, attitudes and life of these girls and results of the intervention.
· Develop and submit a Compendium of success stories from the intervention.
6. Deliverables:
1. Around 30 young girls (affected with child marriage) imparted with digital skills, gender and SRHR issues and supported to emerge as Digital Harbinger of Change (Tech Sakhi).
2. 5 to 6 impactful videos developed by these girls. These videos will be in Hindi with English subtitles.
3. Report on the project including key recommendations on engaging with girls affected with child marriage in Hindi as well as English language.
4. Compendium of success stories of girls affected with child marriage in Hindi as well as English.
7. Time Duration: 4 months (including identification of girls, training, assignments and submission of report/documents).
8. Eligibility criteria
· Have capacity and expertise to facilitate the trainings on digital skills, videography, story-telling and gender issues.
· Have at least 8 years of experience of working with girls affected with child marriage, issues of gender equality, gender-based violence and Sexual and Reproductive Health.
· Good experience in documentation.
· Presence and work experience of the agency in Rajasthan would be an added advantage.
9.Proposal Submission

· Detail technical proposal stating why you consider your service suitable for the assignment and a brief methodology on the approach and implementation of the assignment.
· Financial proposal (in the given format) indicating consultancy fee and a breakdown of expenses related to the assignment
